Permit triggers and exempt work for Waldoboro
All structures over 100 sq ft outside the shoreland zone; all structures inside the shoreland zone regardless of size; additions and deck/porch replacements involving structural components; demolitions over 100 sq ft; driveway entrances, floats, docks, and parking lots; renovations (excluding painting, papering, tiling, carpeting, cabinets, countertops); signs, solar installations, swimming pools deeper than 24 inches; heat pump installations; change of use or home occupancy.

- MUBEC mandatory (population over 4,000). Effective April 7, 2025: 2021 IBC / 2021 IRC / 2021 IECC with Maine amendments. Also enforces Uniform Plumbing Code 2021, National Electrical Code (state-handled), and Waldoboro Land Use Ordinance.

- Work must start within 180 days; project completion required within 2 years of issuance.
- Contractor requirements
- State-licensed electrician required (state electrical permits). State-licensed plumber required for plumbing permits. No Maine general contractor license. Design professional (Architect or Engineer) required by town ordinance and state law for new construction or renovations affecting fire safety or involving a change of use.

- 04 Submit via iWorQ portal; an invoice will be emailed for payment.
- 05 Pay permit fee (online via Maine payment system, or at office; credit card fee up to 2.5% may apply).
- 06 CEO reviews application; by ordinance must approve or deny within 10 working days.
- 07 Permit issued (typically 1-4 working days for complete applications).
- 08 Post permit card at job site before work begins.
- 09 Schedule required inspections during construction.
