When a permit is required
Permit triggers and exempt work for Salisbury
All land development requires a permit per Salisbury's zoning regulations (Select Board establishes fees for administering the regulations).

- No specific local owner-builder exemption. RBES Certificate required for new residential construction.
- Contractor requirements
- Vermont state licenses required for electricians, plumbers, and mechanical contractors.
Application process
Typical processing: Up to 30 days per state law.
- 01 Contact Bruce Acciavatti, ZA, at vim@gmavt.net or (802) 855-0239 to discuss the project.
- 02 Download and complete the Zoning Permit Application.
- 03 Include applicable fee per the current fee schedule (revised July 4, 2025).
- 04 Submit application in person during office hours or as directed by ZA.
- 05 ZA acts within 30 days; permit deemed approved if no action by day 31.
- 06 Post permit for the 15-day appeal period; town also publicly posts active permits online.
- 07 Work may begin after the 15-day appeal period.
- 08 Upon project completion, apply for Certificate of Compliance or Occupancy.
Typical processing time: Up to 30 days per state law.
