When a permit is required
Permit triggers and exempt work for New Haven
No land development may commence without a zoning permit (Zoning and Subdivision Regulations, Section 320).
Note: Specific exemptions listed in the New Haven Zoning and Subdivision Regulations (April 2024), Section on exemptions. Contact the Zoning Administrator to confirm whether a specific project is exempt. Typical Vermont exemptions include routine maintenance/repair with no footprint change, interior work not changing use, and small accessory structures below the regulatory threshold.

Application process
Typical processing: Up to 30 days per state law; permit deemed approved if no action on day 31.
- 01 Contact the Zoning Administrator at newhavenzoning@gmavt.net or 802-453-3516 ext. 14 to discuss the project and determine required permits.
- 02 Download and complete the Building Permit Application.
- 03 Include: project description, location/site plan showing structure size and location relative to property and road lines, existing and intended use, any proposed boundary changes, and signatures of all owners.
- 04 Include all required approvals (e.g., wastewater permit if applicable) and the applicable fee.
- 05 Submit application to the Town Office in person or as directed by the ZA.
- 06 The Zoning Administrator acts within 30 days of a complete application. If no action within 30 days, permit is deemed approved.
- 07 Upon approval, post the permit notice visibly from the public right-of-way for 15 days (appeal period).
- 08 Work may begin after the 15-day appeal period expires.
- 09 Upon project completion, apply for Certificate of Compliance/Occupancy.
