When a permit is required
Permit triggers and exempt work for Thetford
All land development requires a zoning permit. This includes creation of a lot, construction of new buildings, alterations to existing buildings, and changes of use. Approval of permitted uses is made by the Zoning Administrator; conditional uses, variances, subdivisions, and appeals require DRB hearing.

- Town of Thetford Zoning Bylaw (adopted January 22, 2024); 2025 Vermont Fire and Building Safety Code (DFS); 2024 Vermont RBES
- Permit validity
- Vermont statute: two-year commencement, three-year substantial completion. Confirm with Zoning office.
- Owner-builder
- Vermont property owners may act as their own general contractor. State trade licenses required for electrical and plumbing.
- Contractor requirements
- No state general contractor license; electricians and plumbers must be Vermont state-licensed.

Application process
Typical processing: 30 days from receipt of a complete application (Vermont statute requirement)
- 01 Contact the Zoning Administrator at (802) 785-2922 ext. 6 or zoning@thetfordvt.gov (Tuesdays and Thursdays 8:30 AM - 4:30 PM) to determine what permits are required for your project.
- 02 Download the permit application from the town's zoning page: https://www.thetfordvt.gov/departments/zoning
- 03 Complete the application; include site plan/sketch as required.
- 04 Determine applicable fees from the Fee Schedule available at the Town Office.
- 05 Return the completed application to the Thetford Town Office (in person; applications cannot be submitted by email) with the appropriate fee. Address: 3910 VT Route 113, Thetford Center, VT 05075.
- 06 The Zoning Administrator reviews for permitted uses. Conditional uses, variances, subdivisions, and appeals go to the DRB (meets 2nd and 4th Tuesdays).
- 07 Upon approval, permit is issued. Post on the property before commencing work.
- 08 Schedule required inspections with the Zoning Administrator.
