When a permit is required
Permit triggers and exempt work for Chelsea
Any construction, reconstruction, conversion, structural alteration, relocation, or enlargement of any building or structure; any change of use; land subdivision. Chelsea Zoning Bylaw requires a zoning permit for all such work unless specifically exempt.
- Exempt Minor accessory structures less than 100 square feet in area that are not intended for human occupancy
- Exempt Normal maintenance, repair, upgrading, or remodeling of a building that neither increases the building footprint nor involves a change of use
- Exempt Agricultural (farm) structures (owner must notify Zoning Administrator in writing prior to construction)
- Exempt Replacement of a building damaged by fire or other disaster, provided the new structure is not greater in any dimension, remains within the original footprint, and reconstruction begins within two years of the date of damage

- Property owners may act as own general contractor; state trade licenses required for electrical and plumbing work.
- Contractor requirements
- No state general contractor license; electrical and plumbing trades must hold Vermont state licenses.

Application process
Typical processing: 30 days from receipt of a complete application (Vermont statute requirement)
- 01 Use the 'Do I need a Zoning Permit?' guide on the Chelsea website: https://www.chelseavt.org/do-i-need-a-zoning-permit/
- 02 If a permit is required, download the Zoning Permit Application from: https://www.chelseavt.org/zoning-applications-and-bylaws/
- 03 Complete the application. A site plan or sketch is typically required.
- 04 If DRB review is also required (for waivers, variances, appeals, conditional uses, or change of use), download and complete the DRB Application from the same page.
- 05 Submit the application with the applicable fee to the Zoning Administrator (Tim McCormick) in person on Fridays 8 AM - 4 PM at the Chelsea Town Hall, or email za@chelseavt.us to arrange submission.
- 06 The Zoning Administrator reviews for conformance with the Chelsea Zoning Bylaw. DRB applications are scheduled for public hearing.
- 07 Upon approval, permit is issued. Post on property before work begins.
- 08 Upon completion, contact Zoning Administrator for final sign-off or Certificate of Compliance if required.

Zoning Permit Application fee: $55.00; DRB Application fee: $50.00. After-the-fact fees: $160.00 for zoning application, $200.00 for DRB application filed after work has commenced.
