When a permit is required
Permit triggers and exempt work for Bradford
Any land development as defined by Vermont statute: construction, reconstruction, conversion, structural alteration, relocation, or enlargement of any building or structure; any mining, excavation, or landfill; any change of use of any building, structure, or land; subdivision of land into two or more parcels. A zoning permit is required before any such work commences.
- Exempt Normal maintenance and repair of existing buildings that does not alter footprint, height, or use
- Exempt Agricultural structures used exclusively for farming (written notice to Zoning Administrator required prior to construction)
- Exempt Interior alterations that do not increase floor area, change structural elements, or change use
- Exempt Public utility installations as permitted under Vermont law
Note: Confirm Bradford-specific exemptions with Zoning Administrator; the 2025 Bylaws may have updated the exemption list.
- Completed Zoning Permit application
- Site plan or sketch
- Estimated project cost or construction value
- Any additional documents required for DRB applications (for conditional uses, variances, etc.)
- Building code
- 2025 Bradford Zoning Bylaws (adopted October 2025); 2025 Vermont Fire and Building Safety Code (DFS, for commercial/public buildings); 2024 Vermont RBES
- Permit validity
- Vermont statute: permit lapses if approved development not commenced within two years of issuance and/or not substantially complete within three years. Verify with Zoning Administrator for Bradford-specific conditions.
- Owner-builder
- Vermont does not require a state general contractor license. Property owners may act as their own general contractor.
- Contractor requirements
- No state general contractor license. Electricians and plumbers must be Vermont state-licensed.
Application process
Typical processing: 30 days from receipt of a complete application (Vermont law requirement)
- 01 Determine whether a zoning permit is required. No land development may commence without a duly issued Zoning Permit. Contact Zoning Administrator Dennis Marquise at (802) 222-4727 ext. 215 or zoning@bradfordvt.gov.
- 02 Download the Zoning Permit application from: https://www.bradford-vt.us/how_do_i_/permits_and_forms.php
- 03 Complete the application fully; include a site plan or sketch showing property boundaries, setbacks, and the proposed work.
- 04 Submit the completed application with applicable fees to the Zoning office at 172 Main Street (1st floor) in person or by mail to P.O. Box 339.
- 05 The Zoning Administrator will review the application for conformance with the 2025 Bradford Zoning Bylaws.
- 06 Applications for conditional uses, variances, or subdivisions require Development Review Board (DRB) approval in addition to the Zoning Administrator's review.
- 07 If DRB review is required, the applicant will be notified of the hearing schedule.
- 08 Upon approval, the permit is issued. Post the permit on the property before commencing work.
- 09 For state-regulated construction (commercial, public buildings), simultaneously obtain a DFS state permit.
