When a permit is required
Permit triggers and exempt work for Skowhegan
New residential construction (one- and two-family, including modular), new commercial and multi-family construction, residential and commercial renovations, garages with foundation, utility buildings without foundation, decks, mobile homes (new or relocated used), demolition of structures, pools greater than 24 inches deep.

- Owner-builder
- Homeowners may perform their own plumbing and electrical work if the building is their primary residence and they are capable of meeting all state code requirements. If the building is not the owner's primary residence, a state-licensed plumber and/or electrician is required.
Application process

- 01 Confirm your property is within Skowhegan town limits.
- 02 Determine the permit type needed: building permit, plumbing permit (internal), subsurface wastewater disposal permit, shoreland zone permit, floodplain permit, or electrical permit.
- 03 Download or pick up the Building Permit Application from the Code Enforcement & Planning Office or at the website.
- 04 Prepare required documents: completed application, site plan drawn to scale (showing property lines, setbacks, all existing and proposed structures, sewage disposal system, driveways, abutting streets), construction drawings for structural work.

- 08 Post approved permit on the job site. Approved plans must be retained on-site until final inspection.
- 09 Construction must begin within six months of permit issuance, or the permit becomes null and void.

- 11 Obtain final inspection and Certificate of Occupancy upon project completion.
