When a permit is required
Permit triggers and exempt work for Vernon
Vernon says permits are required for all new construction and in many cases for repair or replacement of existing fixtures. Published examples include new door or window openings, new or replacement mechanical units, reroofing, moving interior walls, reframing, room additions, retaining walls over 3 feet tall, adding or altering electrical, adding or altering plumbing, foundation repairs, and adding a permanently wired light fixture. Plumbing, electrical, or mechanical permits are needed for additions or changes to existing systems.
- Exempt Replacement or repair of fixtures such as changing a water faucet
- Exempt Replacement of switches
Note: Vernon expressly says not all construction requires a permit, but applicants should contact the Building Department before doing any work. The city also warns that even if a construction permit is not required, other city review may still be required.
- Vernon's public materials point to a completed application form plus supporting exhibits based on project type and review level. The development review packet references project description, assessor parcel number, applicant and owner information, site plans, vicinity or radius maps for some projects, environmental materials if required, and other project-level submittals.
- Building code
- Vernon Municipal Code Section 15.08.010 adopts the 2022 California Building Code. Vernon also publishes that the Building Division enforces City, State, and Federal building and safety code regulations.
- Owner-builder
- Vernon's city pages reviewed do not publish a local owner-builder rule summary. California CSLB owner-builder rules still apply; owner-builders are exempt from licensure only in limited circumstances and assume responsibility for permits, supervision, and compliance.
- Contractor requirements
- Vernon does not publish a general Building Division contractor-license page in the sources reviewed, but California CSLB requires a current valid contractor license for work that requires a building permit, uses employee labor, or totals $1,000 or more in labor and materials. Vernon also publishes trade-specific licensing requirements for some programs, such as solar work.
Application process
Typical processing: Completeness review may take up to 30 days. The development review flowchart also shows approximate later-stage review periods of about 30 days and 4 to 6 weeks depending on review path, with additional time if CEQA review is required.
- 01 Confirm with the Building Division whether the work needs only a construction permit or also discretionary planning or development review, because Vernon notes some work can be handled over the counter while other projects may require Director of Public Works or City Council approval.
