When a permit is required
Permit triggers and exempt work for Lancaster
Lancaster states permits are required for work that physically changes or adds value to property, and permits must be obtained before work starts. This includes common commercial and residential construction, improvements, and many MEP installations unless specifically exempt.
- Exempt One-story detached accessory buildings used as storage sheds, playhouses, and similar uses if not over 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet high measured from bottom of footing to top of wall, unless supporting surcharge or impounding flammable liquids
- Exempt Water tanks on grade not over 5,000 gallons with height-to-width ratio not over 2:1
- Exempt Platforms, walks, and driveways not more than 30 inches above grade and not over a basement/story below
- Exempt Painting, papering, and similar finish work
- Exempt Certain window awnings on Group R-3 and U occupancies projecting not more than 54 inches
- Exempt Certain prefabricated swimming pools accessory to Group R-3 occupancy with walls entirely above grade, wall height not over 24 inches, and capacity not over 5,000 gallons
- Exempt Minor roof repairs not covering more than 10% or 100 square feet, whichever is less, within a 12-month period
- Exempt Detached decks not over 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving an exit door
- Exempt Limited plumbing repair work such as stopping leaks or clearing stoppages where no concealed defective piping is replaced and no valves/pipes/fixtures are rearranged
- Exempt Limited electrical work such as portable appliances, same-type/same-rating replacement of fixed motors/appliances in same location, temporary decorative lighting, taping joints, and removal of electrical wiring
Note: - Lancaster states separate plumbing, electrical, or mechanical permits may still be required for otherwise exempt building items. - Planning, zoning, utility, grading, fire, school fee, sewer connection, or other agency requirements may still apply depending on the project.

- Building code
- Effective January 1, 2026, Lancaster states it adopted the 2025 California Building Code family, including Building, Residential, Electrical, Mechanical, Plumbing, Energy, Fire, and Green Building Standards Codes, with Lancaster amendments.
- Permit validity
- Permit expires if work does not commence within 360 days of issuance or if work is suspended/abandoned for 360 days after starting. Each inspection extends the permit 180 days. The City says permits will not be extended more than once if an extension request is approved.
- Owner-builder
- Only a property owner who lives at the property may pull an owner-builder permit. Lancaster requires a signed Owner-Builder Verification form and owner identification before issuing the permit.
- Contractor requirements
- Lancaster requires a properly licensed contractor for contractor-pulled permits. Contractors must be licensed and bonded in California, list license numbers on permits/contracts, and have a valid City business license and Workers' Compensation certificate on file before permit issuance.

Typical processing: First submittal usually 2-3 weeks; resubmittals usually 1-2 weeks; some small/simple projects may be reviewed over the counter.
- 01 Confirm whether the work needs a permit and whether it qualifies for an exempt or instant/expedited path. Lancaster states permits are required for work that physically changes or adds value to property unless specifically exempt.
- 02 Create an ACA account in the Accela portal. The City says applicants need an Accela account to apply online, track permit status, pay fees, upload documents, and schedule inspections.
- 03 Submit the application and required plans/documents. Most permit requests can be processed online through ACA; combination commercial permits such as new buildings, additions, and tenant improvements must still use the standard Building & Safety Permit Application. Qualifying residential reroof, HVAC, and roof-mounted solar permits may route through Symbium.
- 04 Respond to plan check comments if required. Lancaster states first-submittal plan review usually takes 2-3 weeks, and each subsequent review usually takes 1-2 weeks. Some small/simple projects may be reviewed over the counter depending on staff availability.
- 05 Pay permit fees and any outside agency fees before issuance. The City notes work may begin only after fees are paid and the permit is issued.
- 06 Keep approved plans and the inspection card on site, schedule inspections through ACA, and obtain final approval.

Lancaster states most permit requests and fee payments can be processed online through ACA. School fees for qualifying new development/additions over 500 square feet and sewer connection fees are paid directly to outside agencies when applicable, with receipts brought back to Building & Safety.
