Building code
Effective January 1, 2026, Lancaster states it adopted the 2025 California Building Code family, including Building, Residential, Electrical, Mechanical, Plumbing, Energy, Fire, and Green Building Standards Codes, with Lancaster amendments.
Permit validity
Permit expires if work does not commence within 360 days of issuance or if work is suspended/abandoned for 360 days after starting. Each inspection extends the permit 180 days. The City says permits will not be extended more than once if an extension request is approved.
Owner-builder
Only a property owner who lives at the property may pull an owner-builder permit. Lancaster requires a signed Owner-Builder Verification form and owner identification before issuing the permit.
Contractor requirements
Lancaster requires a properly licensed contractor for contractor-pulled permits. Contractors must be licensed and bonded in California, list license numbers on permits/contracts, and have a valid City business license and Workers' Compensation certificate on file before permit issuance.
