When a permit is required
Permit triggers and exempt work for La Canada Flintridge
The City's permitting process is fully online for building permits, and, except for trade permits, a Zoning Clearance is required before a building permit application. The City states typical plan check submittals include complete plans, structural calculations, and energy reports. Mechanical, electrical, plumbing, and sewer permits are not combined into one building permit and must be applied for separately. Separate permits are required for each structure.
- Exempt Accessory structures such as sheds, trellises, or similar structures that are not greater than 120 square feet and do not exceed 12 feet in height are identified by the City FAQ as not requiring a building permit.
- Exempt Trade permits are exempt from the City's Zoning Clearance prerequisite, but not from permit requirements themselves.
Note: Even where a building permit is not required, the City states Planning Division review and approval may still be required. The FAQ also states BMP construction requirements apply at all times, including when work does not require a permit or while permits are pending.
- Required submittals vary by permit type. City-required baseline items include the applicable plan set(s) from the required-submittals page, plus forms required prior to issuance such as the Contractor Declaration Form, Owner-Builder Form if applicable, Fire Flow Availability Form, and Water Availability Form. Additional information may be required case by case. Agency referral approvals must be uploaded where triggered.
- Building code
- As of the City's current Building & Safety page, La Canada Flintridge has adopted the Los Angeles County Building Codes and Los Angeles County Fire Code, modified from the statewide 2025 California Building and Fire Codes, plus the 2025 California Green Building Standards Code, 2025 California Energy Code, and 2025 California Wildland-Urban Interface Code.
- Permit validity
- Plan checks expire 12 months from application unless extended. Issued permits must receive a passed inspection within 6 months of issuance, then another passed inspection at least every 6 months, and construction must be completed within 2 years. Plan check extensions and permit extensions may be approved up to two times; each extension costs 25% of the prior fee and extends the expiration date by 180 days.
- Owner-builder
- Owner-builders must complete the City/County owner-builder form before permit issuance. The form states that contractors are required to be licensed and bonded in California, owner-builders assume legal and financial responsibility for the work, and owners hiring non-licensed persons over $500 total value may become employers for tax and workers' compensation purposes.
- Contractor requirements
- The owner-builder form states contractors are required by law to be licensed and bonded in California and to list their license numbers on permits and contracts. The City's required-submittals page also requires a Contractor Declaration Form for all building permits.
