When a permit is required
Permit triggers and exempt work for Hawaiian Gardens
The city states the California Building Code regulates all construction activity within Hawaiian Gardens and requires a permit before a building or structure is built, constructed, enlarged, altered, repaired, moved, improved upon, converted, or demolished. Separate permits may also be required for mechanical, plumbing, grading, demolition, pools/spas, retaining walls, fences, and each detached structure.

- Exempt Prefabricated pools for Group R-3 occupancy that are less than 18 inches deep or not over 5,000 gallons and installed entirely above grade
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work where disabled-access requirements do not apply
- Exempt Minor electrical repair work such as replacement of lamps, switches, receptacles, sockets, and similar items
- Exempt Minor plumbing repairs that do not replace or rearrange traps, drainpipes, valves, pipes, or fixtures
- Exempt Portable heating, ventilating, cooling, and similar listed mechanical equipment

- At minimum, a completed Building Permit Application. For new residential work, the city requires two complete plan sets including site plan, floor plans, elevations, project description, applicable codes, occupancy/use, construction type, APN, area data, structural plans/details, calculations when required, energy compliance documents, soils/geotechnical information when required, grading/drainage information, and any other information required by the Building Official.
- Building code
- The city states it enforces the California Building Code. On November 12, 2025, the City Council adopted Ordinance No. 2025-621 adopting by reference the 2025 California Building, Electrical, Mechanical, Plumbing, and Residential Codes, effective statewide January 1, 2026.
- Permit validity
- The city page does not post a local expiration rule. Because Hawaiian Gardens adopted the 2025 California Building Standards Code effective January 1, 2026, permit expiration is generally governed by the adopted code framework; California building permits commonly lapse if work does not start within 180 days or is suspended/abandoned for 180 days unless extended by the Building Official. Verify the exact extension practice with the city before filing.
- Owner-builder
- The city's application allows an applicant to sign as owner or owner's agent. Under CSLB owner-builder rules, an owner-builder is exempt from licensure only within statutory limits and assumes full responsibility for the project, permits, inspections, subcontractors, and employer obligations if using unlicensed workers.
- Contractor requirements
- The city application requires contractor license and classification fields. Under CSLB guidance, anyone contracting for work on a project that requires a building permit, uses employee labor, or totals $1,000 or more in labor and materials must hold a current CSLB license.

- 02 Complete the Building Permit Application with project address, scope, valuation, owner/applicant information, and contractor license/classification information if a contractor is used.
- 03 Submit the application and plans to the Community Development Department. The city indicates minor plan checks may be done over the counter by appointment, and qualifying small residential solar projects may be submitted through SolarAPP+ and then emailed to buildingtech@hgcity.org.
- 04 Pay permit and plan-check fees. The city calculates fees from current Los Angeles County fee schedules multiplied by 1.30; for streamlined city solar submissions, the page states full payment of $407.57 is required before processing.
- 05 Obtain plan approval and permit issuance before starting work. The city states no building or structure may be built, enlarged, altered, repaired, moved, improved, converted, or demolished without first obtaining a separate permit.
- 06 Call for inspections at least 24 hours in advance at (562) 420-2641 ext. 224 as work reaches required stages. For qualifying PV/ESS projects, Los Angeles County Fire Department final inspection is also required before use.
