When a permit is required
Permit triggers and exempt work for Rancho Palos Verdes
The City requires permits before constructing, enlarging, altering, moving, replacing, repairing, improving, converting, demolishing, or changing occupancy of a building or structure. City FAQs also list permits and inspections as required for items such as additions, tenant improvements, solar, patio covers, enclosed patios, EV chargers, pools/spas, carports/garages/barns, fences over 6 feet, retaining walls over 4 feet or supporting surcharge, MEP and structural repairs, reroofing, temporary structures, onsite grading of 50 cubic yards or more, demolition, erosion control, and wall/monument signs.
- Exempt One-story detached accessory structures such as sheds or playhouses not exceeding 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet high, measured from the bottom of the footing to the top of wall, unless supporting a surcharge
- Exempt Roof repair work of 100 square feet or less when the damaged portion is replaced to its previous undamaged condition
Note: The City directs applicants to the full exemption lists in California Residential Code Section R105 and California Building Code Section 105. Even where a building permit is not required, setbacks still must be maintained. The City specifically says all retaining walls supporting surcharge require a permit regardless of height.
- Depends on applicant type and project scope. Property owners generally need photo ID and, if relevant, proof of ownership, trust/entity authority, or HOA authorization. Contractors generally need photo ID, current Rancho Palos Verdes business license, California contractor license classification, and workers' compensation insurance. Plan check projects commonly require plans, structural calculations, energy documents, soils report if applicable, and planning clearance if applicable.
- Building code
- For applications submitted on or after January 1, 2026, the City states compliance is required with the 2025 California Building Standards Code. The City's 2025 code update materials also reflect adoption of the 2025 California Building, Residential, Electrical, Mechanical, Plumbing, and Green Building Standards codes, with local amendments in Title 15 and Los Angeles County fire provisions.
- Permit validity
- Permit applications in plan check expire if no permit is issued within 180 days, with up to two 90-day extensions available. Issued permits expire if work is not completed through final inspection within 18 months for projects up to 5,000 square feet, 24 months for 5,000 to 10,000 square feet, or 30 months for over 10,000 square feet. One permit extension of up to 180 days may be granted on showing due diligence and circumstances beyond the permittee's control.
- Owner-builder
- Owner-builders are allowed, but the City requires the owner-builder disclosure package before issuance. The owner is the responsible party of record, must request their own inspections, and may face employer, tax, workers' compensation, and defect liability exposure if hiring unlicensed persons or acting as employer.
- Contractor requirements
- City FAQs say permits may be pulled by a residential property owner, a California licensed contractor, or an authorized agent. Contractors must show current state license classification, workers' compensation insurance, and a current City business license. The eTRAKiT portal states contractors must use contractor-type accounts tied to their CSLB number.

Typical processing: City states first accepted plan check submittals take up to 10 business days; accepted resubmittals/revisions take up to 5 business days. Timing varies with project complexity and backlog.
- 01 Confirm whether Planning Division approval is required before building submittal. The City says many projects need Planning clearance first, especially exterior changes, grading, decks, pools, equipment, additions, and similar work.
- 02 Choose the correct intake path. Smaller or over-the-counter permits are routed through eTRAKiT; larger structural or extensive reviews go through the GoPost online plan check system.
- 03 Complete the City permit or plan check application and provide a detailed scope of work and project valuation. The City notes unsigned or incomplete plan check applications can be denied.
- 04 Upload the required documents. Typical plan check uploads include plans, structural calculations, Title 24 energy documents, soils report if applicable, and planning clearance if applicable. Electronic submittals must be PDF-based and follow the City's naming and formatting rules.
- 05 Pay the applicable review fees. For GoPost plan checks, the City states staff will review the intake, issue the invoice, and route plans into review after payment is confirmed.
- 06 Respond to corrections, if any, and resubmit complete revised files. The City asks for a response letter and a complete corrected set rather than partial sheet swaps.
- 07 After approval and fee payment, the permit is issued. Work must then proceed within permit validity limits and be inspected before concealment or final completion.
- 08 Schedule inspections online or by phone, keep approved plans and the inspection card on site, and obtain final inspection approval before closing out the permit.
