The City says a building permit is required for most construction, alteration, or repair work on a structure, including room additions, patio covers, garage conversions, electrical upgrades, plumbing work, and major remodeling.

Minor repairs or cosmetic updates such as painting, flooring, or cabinetry may not require a permit.
Wire fences not over 12 feet in height do not require a building permit.
Other fences not over 6 feet in height do not require a building permit.
Retaining walls retaining not more than 3 feet of earth do not require a building permit if they do not support a surcharge such as a slope or building and are not used to impound flammable liquids.
Garage or yard sales do not require a permit.

Note: The City advises applicants to verify project requirements with Building & Safety when unsure. All fences and walls, regardless of height, still require Planning approval. Exempt work can still trigger zoning, planning, fire, health, utility, or other outside-agency approvals depending on project type.

Building code
As of January 1, 2026, Palmdale applies the 2025 California Building Standards Code and local amendments to projects filed after December 31, 2025, 5:00 p.m. Complete applications filed by that deadline were reviewed under the 2022 code cycle.
Permit validity
Issued permits are valid for 6 months (180 days). The City FAQ says a six-month extension may be requested before expiration, with an extension fee equal to 25% of the original building permit fee. Separately, permit applications expire if no permit is issued within 1 year of application; one extension of up to 6 months may be granted on written request with payment of 25% of the plan check fee.
Owner-builder
The signed construction permit declaration / owner-builder State Declaration Form must be uploaded with the permit application unless the permit is going through plan review, in which case the City allows it to be uploaded later when requested. The form must be signed by the person pulling the permit.
Contractor requirements
Public-facing City materials do not spell out the full contractor licensing rule on the summary pages reviewed, but the City requires a signed contractor/owner-builder State Declaration Form and links applicants to the California State License Contractors Board. Contractor-pulled permits should be treated as requiring valid California contractor licensing information on the state declaration materials.
