When a permit is required
Permit triggers and exempt work for Torrance
Torrance requires a permit before construction, alteration, improvement, demolition, or repair of structures and for applicable trade work. Separate trade permits / submittals are required for mechanical, electrical, and plumbing work. Work in the public right-of-way may require separate Engineering permits.
- Exempt One-story detached accessory structures such as tool sheds, storage sheds, and playhouses not over 120 square feet
- Exempt Fences not over 3 feet high
- Exempt Retaining walls not over 4 feet high measured from the bottom of footing to the top of wall, unless supporting surcharge or impounding certain liquids
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Temporary stage sets and scenery
- Exempt Certain shallow above-ground prefabricated pools
- Exempt Swings and other playground equipment accessory to detached one- and two-family dwellings
- Exempt Certain window awnings in Group R-3 and U occupancies
- Exempt Minor electrical repair work such as lamp replacement and connection of approved portable equipment to approved receptacles
- Exempt Portable heating, ventilation, cooling, and certain small refrigeration equipment
- Exempt Limited plumbing leak repairs and stoppage cleaning that do not require replacement or rearrangement of concealed piping / valves / fixtures
Note: Torrance states permit exemptions do not authorize work that violates code or other laws. Engineering separately notes that any construction in the public right-of-way is restricted to licensed contractors only, and some work there may still require an Engineering permit even if it would otherwise seem minor.

- Permit validity
- Torrance permit forms state permits become void if work is not commenced within 180 days from issuance. Verify current extension / suspension rules with Building and Safety for the specific permit type.
- Owner-builder
- Torrance requires an owner-builder declaration. The owner must state the basis for exemption from contractor licensing law, such as doing the work personally / through employees without intent to sell, or contracting exclusively with licensed contractors. The form warns that if the improvement is sold within one year, the owner-builder bears the burden of proving it was not built for sale.
- Contractor requirements
- Permit applicants must either be licensed under the Contractors License Law or claim a valid exemption. Torrance states the general contractor or owner-builder must ensure all subcontractors hold a current Torrance business license, and the responsible party is liable for fees tied to unlicensed subcontractors.

Application process
Typical processing: the City Housing Element says building permits generally take about 4 to 6 weeks to process, and expedited initial building plan review is available in 10 working days when approved and surcharged. This appears to be a general city estimate, not a guarantee for every project.
- 01 Obtain zoning clearance first from the Planning or Environmental Division if the project requires it. Torrance states proof of zoning clearance is required before Building and Safety submittal.
- 02 Create an ACA account with a valid email address at the Torrance Accela Citizen Access portal.
- 03 Start the correct permit record in ACA and complete the application. Torrance uses separate online submittals for building, electrical, mechanical, plumbing, solar, and other permit types.
- 04 Upload the application, zoning clearance, and construction plans. For non-residential work, complete the AQMD checklist/release if applicable. For covered demolition / construction projects, Torrance also requires a Waste Management Plan through Green Halo after the permit application is processed.
- 05 Monitor ACA for review comments, resubmittal requests, status updates, and fee payment prompts. Torrance states submission and payment do not guarantee immediate issuance.
- 06 Pay assessed permit and plan review fees, then download issued documents from ACA when approved.
- 07 Schedule inspections through the IVR inspection line after permit issuance and complete required inspections through final approval.
