When a permit is required
Permit triggers and exempt work for South El Monte
South El Monte requires a building permit when work alters, constructs, converts, demolishes, improves, moves, or repairs a structure. The City specifically lists additions and alterations, commercial carports, garage conversions, new construction, new doors/windows, fireplaces, new or altered electrical/mechanical/plumbing systems, pools/spas, patio covers/enclosures, interior wall relocation, room conversions, and storage sheds over 120 square feet.
- Exempt New kitchen cabinets or change-out of existing cabinets on residential properties
- Exempt New wood flooring or carpets
- Exempt Painting of existing buildings
- Exempt Storage sheds and detached structures under 120 square feet
- Exempt Minor electrical repair work such as replacement of lamps, switches, receptacles, sockets, and similar devices
- Exempt Electrical equipment operating at less than 25 volts and not capable of supplying more than 50 watts
Note: South El Monte notes small sheds remain subject to zoning setback rules. Los Angeles County's adopted-code guidance also says separate plumbing, electrical, and mechanical permits may still be required even where work is otherwise exempt, and exemption never authorizes work that violates zoning, code, or other laws.

- Building code
- As of January 1, 2026, South El Monte adopted by reference the Los Angeles County Building, Electrical, Plumbing, Mechanical, Residential, Green Building Standards, and Existing Building Codes, which in turn adopt the 2025 California Building Standards Code, Title 24, with local amendments.
- Permit validity
- The City FAQ says a plan check application is good for 180 days from submittal and may be extended by written request before expiration. The same FAQ says residential permits remain active if work starts within 12 months and is not abandoned, with written extensions of up to 180 days each for justifiable cause. The City also separately states construction activity generally must be completed within 180 days of permit issuance, so project-specific timing should be confirmed with the Building & Safety counter.
- Owner-builder
- Property owners may obtain permits. CSLB states owner-builders are exempt from licensure only in limited circumstances, such as doing the work themselves or through their own employees on property not intended for sale, or hiring properly licensed subcontractors. Homeowner principal-residence exemptions have additional occupancy and resale limits.
- Contractor requirements
- South El Monte requires the individual pulling the permit to have a current Contractor's Registration License with the City, proof of current California contractor license/classification, and workers' compensation proof where applicable. CSLB also states a California contractor license is required for work on projects that require a permit, use employee labor, or have combined labor/material cost of $1,000 or more.

Application process
Typical processing: City FAQ says some permits may be issued over the counter; for routed projects, first review averages two to three weeks, and resubmittal review typically takes an additional two to three weeks.
- 01 Confirm whether your project needs a permit. South El Monte says permits are required for work such as new construction, additions, garage conversions, new doors/windows, patio covers/enclosures, interior wall relocation, room conversions, new or altered electrical/mechanical/plumbing work, pools/spas, and sheds over 120 square feet.
- 02 Submit the permit application through the City's online permit portal. For plan-check projects, the permit counter processes the application first and then the applicant uploads plans and supporting documents through the City's GoPost plan submittal portal.
- 03 Provide the required plans and supporting documents. City FAQ guidance says most plan checks require plan sets plus structural calculations if applicable; the routing sheet says building/planning applications are electronic PDF submissions and no hard-copy GoPost submissions are accepted.
- 04 Obtain any outside approvals required for the project. South El Monte identifies possible reviews by Planning, Public Works, Industrial Waste, NPDES, Los Angeles County Fire, Los Angeles County Health, Los Angeles County Public Works, and AQMD.
- 05 Pay plan check and permit fees. After plans are approved and required agency approvals are in place, the City issues the permit.
- 06 Schedule inspections as work progresses, then obtain final inspection to close the permit.
