When a permit is required
Permit triggers and exempt work for Upper Arlington
New construction, additions, alterations, trade work, fences, pools, decks, and other improvements within the city.

- Zoning certification for projects affecting footprint
- Building code
- 2024 Ohio Building Code (effective March 1, 2024); 2019 Residential Code of Ohio
- Permit validity
- Work must begin within 12 months of issuance
- Contractor requirements
- State OCILB license required for applicable trades (electrical, HVAC, plumbing). Confirm any Upper Arlington-specific registration requirements with Building Division.
Application process
Application → plan check → issuance → inspection → final
- 01 Access the online portal at upperarlingtonoh.viewpointcloud.com
- 02 Submit application and upload construction drawings
- 03 If project involves a footprint change: zoning review occurs (Planning Officer evaluates Unified Development Ordinance compliance; if non-compliant, redesign or BZAP variance required)
- 04 Building review by Chief Building Official (residential) or Commercial Plans Examiner; as of March 1, 2024, all projects must comply with 2024 Ohio Building Code
- 05 Trade permits submitted separately through same portal
- 06 Pay fees upon approval
- 07 Permit issued
- 08 Schedule inspections by 3:00 PM for next-business-day service: online portal, phone (614) 583-5070, or inspection request line (614) 583-5081
- 09 Plumbing inspections through Franklin County at (614) 525-3160
- 10 Complete required inspections
- 11 Obtain Certificate of Occupancy or Completion where applicable
