When a permit is required
Permit triggers and exempt work for Canal Winchester
New construction, additions, alterations, and trade work (electrical, HVAC, plumbing, roofing) for residential and commercial structures. Commercial plumbing plans reviewed by Franklin County Public Health; residential plumbing requires city permits but no plan review.

- Construction documents (commercial plumbing plans to Franklin County Public Health; all other plans to Building Division at 45 E. Waterloo Street)
- Building code
- Residential Code of Ohio (RCO) for 1-, 2-, 3-family dwellings; Ohio Building Code (OBC), Ohio Mechanical Code, and Ohio Plumbing Code (most recent editions) for all other construction.
- Contractor requirements
- State OCILB license required for applicable trades per Ohio law. Confirm any city-specific contractor registration with department at (614) 837-7501.
Application process
Application → plan check → issuance → inspection → final
- 01 Contact Development Department at (614) 837-7501 or visit 45 E. Waterloo Street to determine applicable permit type
- 02 Download and complete the applicable application form from canalwinchesterohio.gov/145/Applications-and-Permits (commercial building application, residential building application, plumbing, electrical, HVAC, roofing, or zoning form)
- 03 Note: blanket permits for residential and commercial include everything except plumbing; plumbing must be applied for separately
- 04 Submit application with construction documents to Development Department
- 05 State-certified plans examiner reviews for code compliance with zoning and building codes
- 06 City staff calls applicant to confirm review completion and advise of permit fees
- 07 Pay permit fees
- 08 Permit is issued
- 09 Schedule inspections by calling voicemail line (614) 834-5104
- 10 Inspectors visit at required stages of construction; any field changes require same process as initial submission
- 11 Complete all required inspections before covering work
