When a permit is required
Permit triggers and exempt work for St. Albans
A land use/zoning permit is required for new construction, additions, alterations, demolition, changes in use, and new signage under the city's Land Development Regulations. Projects involving commercial, multifamily, or rental structures also require a DFS construction permit.

Application process

- 04 Submit completed application with all attachments and applicable fees to the Planning and Permitting Office at City Hall.
- 05 Application is reviewed by the Zoning Administrator for compliance with the Land Development Regulations. Staff may request additional information.
- 06 If the project requires Development Review Board (DRB) approval, the applicant will be scheduled for a hearing.
- 07 Upon approval, the zoning permit is issued. Post permit on the property as required.
- 08 If the project also triggers a Vermont DFS construction permit (commercial, multifamily, rental), apply separately to DFS via https://firesafety.vermont.gov/buildingcode/permits/permit-web-portal.
- 09 Schedule required inspections (DFS inspections for state-permitted projects; local zoning compliance inspections as required by the city).
- 10 Obtain Certificate of Compliance/Occupancy upon completion and final inspection.
