Permit triggers and exempt work for Highgate
Zoning permits (building permit applications) are required for new construction, additions, alterations, demolition, change of use, and signs per Highgate's Development Regulations (updated 2024).

- 02 Download the Zoning Permit (Building Permit) Application and Fee Schedule from https://www.highgatevt.org/permits-licenses-forms.
- 03 Also download the Development Regulations (Zoning Bylaws) for reference.
- 04 Complete the application with required information, site plan, and building plans.
- 05 Submit application and fees to the Town Office at 2996 VT Route 78, Highgate Center.
- 06 Zoning Administrator reviews for compliance with Highgate's Development Regulations.
- 07 If DRB review is required, applicant is scheduled for a hearing.
- 08 Permit issued upon approval.
- 09 For state-regulated structures (commercial, multifamily, rental), apply to DFS separately.
- 10 Letter of Compliance (Certificate of Compliance) issued upon satisfactory completion at a fee of $50.
