When a permit is required
Permit triggers and exempt work for Center Harbor
A Construction Permit must be obtained for all construction including new buildings, reconstruction, additions, and construction or reconstruction of a septic system. Trade permits (electrical, plumbing, mechanical) are separate.
- Exempt Roof repairs (not full replacement)
- Exempt Window replacement for energy efficiency (same opening, no structural change)
- Exempt Painting (interior and exterior)
- Exempt Existing driveway repairs without expansion
Note: Permit by Notification (PBN) process is available for certain limited scope work. Contact Code Enforcement Officer to confirm current PBN-eligible and fully exempt work categories.

- Site/plot plan showing property lines, structures, setbacks, septic, well, and other site features
- NH DES Shoreline Permit if applicable
- Building code
- Town of Center Harbor Zoning Ordinance governs. NH State Building Code (RSA 155-A) applies as the state minimum standard.
- Permit validity
- Permits remain in effect for one year from date of issue, then become null and void. Permits may be renewed up to three times (maximum four-year project window).
- Owner-builder
- Construction Permit must be obtained by the owner or the owner's agent.
- Contractor requirements
- State-licensed electricians and plumbers required per NH RSA 319-C and 329-A.
Application process

- 01 Contact Code Enforcement Officer William Doucette at (603) 455-6823 or code@centerharbornh.gov to determine if a permit is required and which form applies.
- 02 Download the appropriate form from the town website (Construction Permit, Trade Permit, Permit by Notification, or Sewage Disposal System Permit).
- 03 For projects on or near shoreland or wetlands, obtain NH DES Shoreline Permit before or concurrently with the local application.
- 04 Submit completed application with payment to the Code Enforcement office during business hours.
- 05 Permits are reviewed within 14 days (may be delayed if additional information is required).
- 06 Once approved, post the permit on-site. Work must be substantially complete within one year of permit issuance.
- 07 Schedule inspections as required. At completion, obtain final inspection sign-off.
