When a permit is required
Permit triggers and exempt work for Middleway (Unincorporated Community)
A building permit is required for residential and commercial/industrial structures, remodeling and renovation projects, building additions, finished basements, detached garages, car ports, wood stoves, plumbing, mechanical, or electrical work, signs, fences 6 feet or taller, sheds/storage buildings, swimming pools and hot tubs.
Note: Middleway is entirely within Jefferson County unincorporated areas. Confirm specific exemptions with Jefferson County Office of Building Permits & Inspections before proceeding.

- 2018 International Building Code (IBC) and 2018 International Residential Code (IRC) as of August 1, 2022, with West Virginia state amendments. Jefferson County Zoning and Land Development Ordinance applies.

- For residential projects $5,000+: WVCLB license required. For commercial projects $25,000+: WVCLB license required. For electrical work $1,000+: WVCLB license required.

Application → plan check → issuance → inspection → final
- 01 Obtain building permit application form from the Office of Building Permits & Inspections in person or via email request
- 02 Complete the application form with property owner signature
- 03 Attach required documentation (site plans, drawings, specifications if applicable)
- 04 Submit completed application and fee to the office via email at permits@jeffersoncountywv.org or in person at 116 East Washington Street, Suite 100
- 05 Office reviews and processes application
- 06 Permit is issued upon approval
- 07 Schedule required inspections before commencing work

Scheduling and sequence
- Inspection hours
- Monday-Friday, 8:00 AM to 5:00 PM
Typical sequence: Required inspection stages: foundation and footing inspection (for new construction), framing and structural inspection, mechanical, electrical, and plumbing (MEP) inspection, final inspection upon project completion. Re-inspection fees apply if work fails to meet code.
