When a permit is required
Permit triggers and exempt work for Corporation of Harpers Ferry
Any project affecting the exterior of a structure. Alterations to existing structures. External site features visible from public right-of-way (fences, walls, lamp posts, light fixtures, signs, signposts, driveways, walkways, paving). Interior and exterior modifications subject to approval.

Note: All exterior projects require approval and Certificate of Appropriateness review. Confirm specific exemptions with Town Hall before proceeding.

- Building code
- 2018 International Building Code (IBC) and 2018 International Residential Code (IRC) as of August 1, 2022. Harpers Ferry Codified Ordinances (Parts 13-17). Entire town is a federally designated historic district (1979) with local historic protection (2014).
- Contractor requirements
- For residential projects $5,000+: WVCLB license required. For commercial projects $25,000+: WVCLB license required. For electrical work $1,000+: WVCLB license required.

Application → plan check → issuance → inspection → final
- 01 Contact Town Hall (304-535-2206) or visit in person at 1000 W Washington Street
- 02 Obtain permit application form and Zoning Compliance Permit Application form
- 03 Complete application with property owner signature
- 04 For historic district properties: Prepare architectural documentation and design plans showing proposed changes
- 05 Submit application to Ordinance Compliance Officer or Planning Commission
- 06 For exterior projects: Automatic referral to Historic Landmarks Commission and Board of Zoning Appeals
- 07 Historic Landmarks Commission reviews for Certificate of Appropriateness (if in historic district)
- 08 Upon approval, permit issued; work may commence
- 09 For emergency repairs: Contact Town Hall for expedited emergency permit process
