When a permit is required
Permit triggers and exempt work for Charles Town
All residential and commercial structures, remodeling and renovation projects, building additions, plumbing, mechanical, and electrical work, attached and detached structures.
Note: Consult with Department of Community Development for potential exemptions. Note: Floodplain development may require additional permits from Jefferson County if property is in floodplain.

- For commercial projects: State Fire Marshal approval letter
- Building code
- 2018 International Building Code (IBC) and 2018 International Residential Code (IRC) as of August 1, 2022. Charles Town municipal codes and ordinances.
- Contractor requirements
- For residential projects $5,000+: WVCLB license required. For commercial projects $25,000+: WVCLB license required. For electrical work $1,000+: WVCLB license required.

- 01 Access My Government Online portal via the City of Charles Town website or apply in person at City Hall (101 E. Washington Street)
- 02 Create account (first-time users)
- 03 Complete building permit application form
- 04 Upload required documentation (plans, drawings, site plans)
- 05 For commercial projects: Prior State Fire Marshal approval required; approval letter must accompany permit application
- 06 Pay permit fee online or at City Hall
- 07 Submit application through portal or in person
- 08 City reviews application and plans
- 09 Upon approval, permit is issued and work may commence
- 10 Schedule required inspections
