When a permit is required
Permit triggers and exempt work for Torrey
Per Torrey Town Code Section 9-2-1(A): It is unlawful to construct, alter, repair, move, demolish, or change the occupancy of any building or structure in the town where the effect of such construction or alteration is to enlarge the capacity or affect the bearing walls of any building, or the roof thereof, without first securing a permit. A permit is also required for fencing, driveways, and ingress work that may infringe upon the town right-of-way.
- Exempt Flatwork concrete not infringing on town right-of-way (sidewalks, patios, driveways that stay off the right-of-way)
- Exempt Up to two layers of shingles over existing shingles (without tearing off to the sheathing)
Note: All fences require permits in Torrey (no fence exemption applies). There is no project cost threshold for permit exemption; all projects require a permit regardless of dollar amount per Section 9-2-1(F). Statewide IRC/IBC general maintenance exemptions may still apply; confirm applicability of specific exemptions with the town.

- Per Torrey Town Code Chapter 1 (Title 9 -- Building and Related Codes): Torrey adopts the statewide building codes mandated by Utah Title 15A (2021 IBC, 2021 IRC, 2021 IMC, 2021 IPC, 2021 IFGC, 2021 IECC, NEC 2020). Confirm whether Torrey has adopted additional local amendments by reviewing the current town code or contacting pandz@torreyutah.gov.
- Permit validity
- Standard Utah IBC/IRC: 180 days to commence work after issuance; 180-day abandonment limit. Confirm with Town Hall.
- Owner-builder
- Owner-builders are allowed under statewide law. Notarized DOPL Owner/Builder Certification Agreement is required with permit application.
- Contractor requirements
- Utah DOPL state license required for work valued at $3,000 or more.

Application process
Application → plan check → issuance → inspection → final
- 01 Download the Building Permit Process guide from https://torreyutah.gov/wp-content/uploads/2020/03/BuildingPermitProcess.pdf and review all steps.
- 02 Download application forms from https://www.torreyutah.gov/government/forms-applications or contact the town office at 435-425-3600 or pandz@torreyutah.gov.
- 03 Prepare required construction documents: site plan and construction drawings (floor plan, elevations, sections, foundation plan). Unconventional or commercial construction requires architect or engineer stamp.
- 04 Complete the building permit application.
- 05 Verify current zoning classification and any design or overlay requirements on Torrey's new Zoning Ordinance (https://torreyutah.gov/new-zoning-ordinance/) before submitting.
- 06 If owner-building, prepare the notarized DOPL Owner/Builder Certification Agreement.
- 07 Submit completed application and all supporting documents to Torrey Town Hall in person or as directed.
- 08 Await plan review. Plans are reviewed for conformance with building and zoning codes.
- 09 Pay applicable permit fee.
- 10 Receive issued permit. Post permit card on site; keep approved plans on site throughout construction.
- 11 Schedule and pass all required inspections.
- 12 Obtain Certificate of Occupancy before occupying any new or substantially altered structure.

Torrey building permit fees
In March 2024, the Torrey Town Council passed a new Master Fee Resolution, replacing the previous fee resolution. The Master Fee Resolution removes fees from the ordinance and places all fees in a standalone resolution document. Specific current fee amounts from the 2024 resolution are not published online as of the research date. Contact 435-425-3600 or pandz@torreyutah.gov for current fees.
