When a permit is required
Permit triggers and exempt work for Lyman
Any construction, addition, alteration, repair, demolition, relocation, or change of occupancy of a building or structure within Lyman requires a building permit under Utah Title 15A and applicable town ordinances.

- Owner-builders are allowed under statewide law. Notarized DOPL Owner/Builder Certification Agreement is required with permit application.
- Contractor requirements
- Utah DOPL state license required for work valued at $3,000 or more.

- 01 Contact Wayne County Planning & Zoning at 435-836-1303 (Colleen Allen) to confirm whether Lyman's building permits are administered directly by the town or processed through the county.
- 02 Obtain the applicable building permit application (either from the Lyman Town Office or from https://waynecountyutah.gov/documents).
- 03 Prepare required documents: site plan, construction drawings, water approval or well permit, septic approval from Central Utah Public Health Department (435-836-1317), and road encroachment permit if applicable.
- 04 Complete and submit the application in person.
- 05 Pay applicable permit fee.
- 06 Receive issued permit. Post on site and keep plans accessible throughout construction.
- 07 Schedule and pass all required inspections.
- 08 Obtain Certificate of Occupancy before occupying any new or substantially altered structure.
