When a permit is required
Permit triggers and exempt work for Francis
Francis publishes a formal building permit procedure and packet for new homes and other structures; permits are required before work proceeds through the city review and inspection process.
Note: The public Francis packet reviewed did not publish a permit-exemption list. Verify any claimed exempt scope directly with Francis before proceeding without a permit.

- Francis building inspector computes the permit fee based on the current ICC. Utah State Construction Code applies, subject to local city requirements such as outdoor lighting ordinances.

Application process
Application → plan check → issuance → inspection → final
- 01 Review zoning, proposed use, setbacks, and height requirements and contact the land use planner with questions.
- 02 Pick up the building permit application from the city office or access it online.
- 03 Submit the application at the city office with the $25 application fee, two engineered plan sets, building code analysis and design criteria, structural calculations, mechanical check, site plan, and fire chief signature.
- 04 Pay the required nonrefundable deposit based on project type so the submittal can move into review.
- 05 Francis checks zoning compliance and forwards the package to the building inspector for plan review and permit fee calculation.
- 06 After approval, the city notifies the applicant, collects permit fees plus applicable impact, hookup, and road bond charges, and issues the permit.
- 07 Complete required inspections, utility installation steps, and final inspection to obtain the certificate of occupancy.

Francis building permit fees
In addition to the building permit fee, additional pre-issuance charges include water impact fee $5,209.00, sewer impact fee $2,223.00, park impact fee $425.00, road impact fee $1,547.00, water hookup $500.00, sewer hookup $50.00, and refundable road bond $1,000.00, plus possible water-share requirements outside approved subdivisions.

- Monday through Thursday, 8:00 a.m. to 4:30 p.m.
Typical sequence: Francis lists required inspections including footings and setback, foundation, underground plumbing, temporary power, rough and 4-way stages as applicable, insulation, drywall, gas and utility related approvals, final inspection, and related public works inspections depending on project scope.
Utility work must remain open for inspection; if lines are covered before inspection the city requires them to be uncovered. Meter installation requires at least 24 hours notice and may require up to 3 business days.
