When a permit is required
Permit triggers and exempt work for Summit County
Building permits are required for work regulated by the county building department in unincorporated Summit County.
Note: County public pages reviewed did not post a single exemption summary page in the materials used here. Verify any claimed exempt scope against the current county handout or Utah State Construction Code before proceeding.

- Building code
- Utah State Construction Code, including 2021 IBC, 2021 IRC, and 2021 IEBC effective November 1, 2023, plus state-adopted companion codes and any local county amendments.
- Permit validity
- 180 days from the last activity on the permit; one extension request may be submitted through the permit portal.
- Owner-builder
- EPROCESS 360 provides an Owner Builder form when the applicant selects 'I am an Owner Builder'; the owner name must match county records and the county front counter can notarize the form.
- Contractor requirements
- Utah state contractor licensing through DOPL applies; contractor changes must be submitted through a contractor change request with business name, license number, phone, email, and address.
Application process
Typical processing: New single-family dwellings may take up to 14 business days for review; new commercial projects may take up to 21 business days.
- 01 Register for an EPROCESS 360 account.
- 02 Create a new application and select the correct permit type.
- 03 Complete application fields, select the project scope, and upload all required PDF submittals named by document type.
- 04 County staff reviews for completeness and may require a deposit before plan review starts.
- 05 The county routes the submittal for departmental review and issues comments by department.
- 06 Revise and upload corrected documents until all reviews are approved.
- 07 Pay permit fees and any bonds, download stamped plans and permit cards, post them onsite, and begin inspections.
- 08 Schedule inspections in EPROCESS 360 and complete final building, engineering, fire, and water or sewer or septic approvals for certificate of occupancy if applicable.

If a deposit is required, pay it in the permit 'fees' tab before review starts. Card payments can be made online; cash or check payments require office payment.

- Next-day inspections may be scheduled until 3:30 p.m. or until the next day is full.
- Time windows
- Footing and foundation inspections may include selectable time slots. Inspectors are assigned after 4:30 p.m. the day before the inspection date.
Typical sequence: County engineering identifies rough grade, pre-surface, final engineering, and bond release inspections. Building inspections are permit-specific and selected from the portal by inspection type. Bear River area inspections occur on Wednesdays.
Do not combine engineering and building inspections on the same request. Footing and foundation inspections cannot be requested together with other inspection types.
