When a permit is required
Permit triggers and exempt work for Lebanon
Permits are required for regulated construction and alterations. All commercial work other than painting and carpeting requires a permit. Zoning permits are required for structures, additions, demolition or moving, fences, decks, sheds, garages, use changes, pools, hot tubs over 18 inches deep, and signs.

- PA UCC, plus 2018 IBC and 2018 IRC as amended by the City.
- Contractor requirements
- The City requires Pennsylvania home improvement contractor registration, plus certificate of liability insurance and workers' compensation coverage or exemption before permit issuance.

Application process
Application → plan check → issuance → inspection → final
- 01 File the City's building, zoning, or sign permit application with the Building and Zoning Division at 735 Cumberland St.
- 02 Submit required plans, insurance certificate, workers' compensation proof or notarized exemption, and choose Commonwealth Code Inspection Services or ABI Inspection Services for code review and inspections.
- 03 The City forwards the plans to the selected inspector, then returns the approved permit package to Public Works for payment and pickup.

- At least 24 hours advance notice required.
Typical sequence: Footer, foundation, framing, wall board, and final, plus rough trade inspections as applicable. Final electrical inspection must be complete before final building inspection.
