When a permit is required
Permit triggers and exempt work for Cleona Borough
Permits are required for new dwellings, additions, manufactured homes, roofed porches and patios, decks over 30 inches high, accessory structures over UCC thresholds, structural alterations, stair changes, pools, hot tubs, solar, enclosed porches, and other UCC-regulated work.

Note: Exempt from building permit does not mean exempt from zoning requirements. Confirm with Lebanon County Planning Department before proceeding.

- The permit may become invalid if work does not start within 180 days, is inactive for 180 days, or is not completed within 5 years.

- Pennsylvania HICPA registration applies for covered home improvement work over $5,000.

Application process
Typical processing: 15 business days after a complete submission for residential code review.
- 01 Apply for zoning approval with LCPD if the project needs zoning review.
- 02 Submit the signed UCC application and PDF plans to lcpdreview@lebanoncountypa.gov, or drop off one paper set at Room 206, Municipal Building.
- 03 LCPD reviews residential work directly, quotes the fee, and issues the permit after payment.
- 04 Commercial code submissions are forwarded to CCIS after zoning processing.
Typical processing time: 15 business days after a complete submission for residential code review.
