When a permit is required
Permit triggers and exempt work for Mebane
Permits are required for new buildings, additions, structural changes, demolition, relocation, and regulated electrical, plumbing, gas, fire, and mechanical work unless exempt by state law.
- Exempt Qualifying work costing $40,000 or less can be exempt under N.C.G.S. 160D-1110(c) if it does not involve structural load-bearing changes.
- Exempt Like-kind replacement of windows, doors, siding, and limited porch or deck surface components
- Exempt Like-kind plumbing replacements without design or capacity changes
- Exempt Like-kind replacement of electrical devices and lighting fixtures when all statutory conditions are satisfied
- Exempt Roof replacement (while work that adds roofing or otherwise exceeds the statute is not exempt)
Note: Mebane's reviewed public permit pages do not publish a separate city-written exempt-work list for building permits; state exemptions control unless staff identify an additional local permit trigger.

- Mebane publishes a Homeowner Exemption Affidavit for owners claiming the state exemption in place of hiring a licensed general contractor.
- Contractor requirements
- Mebane follows state licensing rules, including licensed NC general contractors for projects costing $40,000 or more unless the homeowner exemption legally applies, plus NC trade licensing for specialty contractors.

Fee schedule
Mebane building permit fees
Mebane routes online activity through MyGovernmentOnline and also publishes a current city fee schedule. Because the city spans Orange and Alamance counties, applicants in Orange County should confirm any county-specific ancillary charges or recyclable-material assessments with staff if applicable to their project.
Fees change periodically. Confirm at the official fee schedule ↗ before budgeting.

Scheduling and sequence
- MyGovernmentOnline (online)
- Inspections Department (phone)
- Inspection hours
- Normal city business hours
Typical sequence: Scope dependent. Mebane's public-facing pages reviewed do not provide one consolidated inspection sequence chart, so applicants should expect the standard NC-code sequence applicable to the permit type and confirm required stages with the assigned inspector.
