When a permit is required
Permit triggers and exempt work for Chapel Hill
Permits are required for new construction, additions, many alterations and repairs, demolition, moving structures, and regulated electrical, plumbing, and mechanical work, subject to North Carolina statutory exemptions.
- Exempt Qualifying work costing $40,000 or less in a single-family residence, farm building, or commercial building when the work does not involve load-bearing structural changes (per N.C.G.S. 160D-1110(c))
- Exempt Like-kind replacement of windows, doors, exterior siding, and porch or deck pickets, railings, stair treads, and decking
- Exempt Like-kind plumbing replacements with no change in size or capacity
- Exempt Like-kind replacement of electrical devices and lighting fixtures
- Exempt Roof replacement (but adding roofing where none existed is not part of that exemption)
Note: Chapel Hill does not publish a town-specific exempt-work list on the reviewed building permit pages; applicants are generally routed back to North Carolina statutory exemptions.

- Valuation or project details
- Owner exemption affidavit (when applicable)

- Building code
- 2018 North Carolina State Building Code and related state technical codes with current state amendments; Chapel Hill's permit pages also reference local development ordinance compliance.
- Permit validity
- No simple permit-expiration rule was posted on the reviewed Chapel Hill permit pages. The town fee schedule does state that no refund is available after 6 months from permit issuance.
- Owner-builder
- Chapel Hill publishes an Owner Exemption Affidavit and related lien-agent forms, indicating that owners seeking to act under the North Carolina owner exemption must document that status with the town.
- Contractor requirements
- A North Carolina general contractor license is required for projects of $40,000 or more unless a lawful owner exemption applies. NC-licensed trade contractors are required for electrical, mechanical, and plumbing work where state law requires licensure.
