When a permit is required
Permit triggers and exempt work for Carrboro
A permit is required for new construction, structural work, HVAC replacement or duct work, plumbing connected to the water supply or drain-waste system below a trap, and other work regulated by the building code. A zoning permit may also be required for changes affecting footprint, site conditions, or use.
- Exempt State law generally exempts certain projects costing $40,000 or less in qualifying buildings when they do not involve load-bearing structural work.
- Exempt Like-kind window, door, siding, and similar porch or deck surface-component replacements
- Exempt Like-kind plumbing replacements with no change in design, size, or capacity
- Exempt Like-kind replacement of electrical devices and lighting fixtures
- Exempt Roof replacement (but adding new roofing assemblies in a way that falls outside the statute is not exempt)
Note: Carrboro's reviewed public pages do not publish a standalone exempt-work chart; the town instead describes the kinds of work that do require permits and otherwise defers to NC statutory exemptions.

- Building code
- International Building Code with North Carolina provisions. In practice, that means the current North Carolina State Building Code package in force, presently the 2018 code family with state amendments.
- Permit validity
- The reviewed public materials do not state a single expiration period, but Carrboro's current fee schedule lists an expired permit re-activation fee of $25.00 per related trade, confirming that expired permit records can require reactivation.
- Owner-builder
- Carrboro publishes a General Contractor Exemption Form for owners using the state-law owner exemption rather than hiring a licensed general contractor.
- Contractor requirements
- Carrboro follows North Carolina licensing rules. A licensed NC general contractor is required for projects costing $40,000 or more unless the owner legitimately qualifies for the exemption form. State trade licenses apply for electrical, mechanical, and plumbing contractors.
