When a permit is required
Permit triggers and exempt work for Hillsborough
In Hillsborough, town zoning compliance permits are required for many site, use, footprint, fence, and new-structure changes in the town's planning jurisdiction, and Orange County building permits are required for the building-code-regulated construction itself unless a state exemption applies.
- Exempt Qualifying work of $40,000 or less can be exempt under N.C.G.S. 160D-1110(c) when it does not involve load-bearing structural changes or other statutory triggers.
- Exempt Like-kind replacement of windows, doors, siding, and certain porch or deck surface components
- Exempt Like-kind plumbing replacements with no change in design or capacity
- Exempt Like-kind electrical device and fixture replacements when the statutory conditions are satisfied
- Exempt Even where a building permit is exempt, a town zoning compliance permit may still be required if the work changes site layout, footprint, use, or other zoning-regulated conditions.
Note: Hillsborough does not publish a separate town-only exempt-work list for building permits on the reviewed pages. Building-permit exemptions therefore track the state statute administered by Orange County.

- Building code
- 2018 North Carolina State Building Code and related state technical codes with amendments currently in force; Hillsborough also applies its Unified Development Ordinance for zoning compliance.
- Permit validity
- Thin public data. The reviewed Hillsborough and Orange County public pages do not post a simple permit-expiration rule for town projects.
- Owner-builder
- For the building-permit side, Orange County publishes owner exemption affidavit forms used when an owner is lawfully claiming the North Carolina owner-contractor exemption.
- Contractor requirements
- County-issued building permits in Hillsborough follow North Carolina licensing rules, including NC general contractor licensure for projects of $40,000 or more unless a valid owner exemption applies, plus state licensing for specialty trades.

Application process
Typical processing: Thin public data. The reviewed Hillsborough zoning page and development-process handout do not publish a standard turnaround for zoning compliance or county building-permit issuance in town. Orange County's reviewed PIP page publishes a 5-business-day estimate for county fire mandatory permits, not for general building permits.
- 01 Confirm whether the property is in the Town of Hillsborough limits or planning area and determine whether a town zoning compliance permit is required.
- 02 Obtain or apply for the required town zoning compliance approval through the Planning and Economic Development Division when the project changes use, footprint, structures, decks, fences, or similar site conditions regulated by the Unified Development Ordinance.
- 03 Prepare the building permit package for Orange County, including plans and any county-required forms or affidavits.
- 04 Create a PIP account and submit the building permit application and electronic plans to Orange County, or work with county permit staff in person if needed.
- 05 Pay county permit and plan-review fees through the county permitting process and respond to any correction comments.
- 06 Wait for county permit issuance and make sure the town zoning compliance approval is in place before work starts.
- 07 After issuance, schedule required county inspections while also coordinating any required town inspections of site features such as parking, lighting, or utility-related site work tied to the approved plans.

Fee schedule
Effective July 1, 2025
Building-permit payments are handled through Orange County's permitting process and portal. Hillsborough also publishes municipal online payment tools and warns the public about permit-fee email scams, so applicants should pay only through official town or county channels.
