Permit triggers and exempt work for Carroll

Application process
Typical processing: Up to 30 days
- 01 Review the 2024 Zoning Ordinance (Section 802) to determine if your project requires a Zoning and Building Permit.
- 02 A permit is required for all commercial new or altered structures, and for most residential new or altered structures except listed exemptions.
- 03 Prepare application in duplicate: include a plan showing (a) lot shape/dimensions/location, (b) buildings or structures to be erected or expanded, (c) driveway access to a right-of-way, and (d) proof of required sewage approvals.
- 04 Submit two copies to Town Hall. The Selectmen or designee must act within 30 days of receiving a complete application.
- 05 Permits are valid for 1 year; one additional 1-year extension may be granted upon application; permits are not transferable to a subsequent owner.
- 06 Post the permit at the job site before work begins.
- 07 The Selectmen or designee may inspect after permit issuance.
- 08 Before renting, leasing, or using the permitted building, obtain a Certificate of Occupancy: Submit the CO application with $50 fee, schedule CO inspection, inspection covers smoke alarms, carbon monoxide detectors, stairs/railings, and NH energy code compliance, Reinspection: additional $50 each.
