When a permit is required
Permit triggers and exempt work for Charlestown
No building or structure shall be erected, moved, added to, or structurally altered, or use of land changed without a Town permit in conformance with the Charlestown Zoning Ordinance.
Note: No explicit Charlestown exemption list identified for minor maintenance work. - 01 Classify the project as Major or Minor under the Town permit schedule. Major: new dwellings, garages/sheds, additions, swimming pools, decks/patios/porches, rooftop solar, interior renovations, and demolition. Minor: fences, tree removal, major landscaping, relocation/addition of siding, and relocation/addition of windows or doors.
- 02 Obtain application from Town Hall at 241 Market Street. Required documents include: completed permit application, scaled site plan showing lot lines, setbacks, structure dimensions, and impervious surface calculations, and building drawings.
- 03 Submit application to Town Hall by the Friday before the applicable Planning and Zoning Commission meeting date (for Major permits).
- 04 If the project is in the Historic District, submit to the Historic District Commission first before or simultaneously with Planning and Zoning Commission review.
- 05 Major permit applicants must obtain county permit and utility fees approval as part of preliminary approval before Town final approval is granted.
- 06 Receive Town-issued permit. Pay Town permit fee at time of issuance.
- 07 Apply for the Cecil County building permit via OpenGov at cecilcountymd.portal.opengov.com. Include Town permit approval documentation.
- 08 Pay county fees; keep permit on site.
- 09 Schedule county inspections with 24 hours notice.
