When a permit is required
Permit triggers and exempt work for Cecil County
A building permit is required for all new construction, additions, alterations (structural or non-structural), renovations, accessory structures, decks, fences, pools, demolition, change of use, utility work (plumbing, gas, HVAC, electrical), and any other work that alters the inside or outside of a structure or adds a new structure.
- Exempt Replacement or repair of roofing shingles, membranes, and flashings not including alteration or replacement of structural members or components
- Exempt For properties not in the 100-year floodplain: painting exterior, replacing siding (in-kind), replacing shingles on existing roof (in-kind), planting flowers or trees, and replacing doors and windows at same exact size
Note: All exemptions are subject to floodplain status. Properties within the 100-year floodplain do not benefit from some standard exemptions. Verify floodplain status and confirm exemption applicability with the Division before starting any work.
- Building permit application
- Site plan or plot plan
- Construction drawings (scaled and dimensioned)
- Owner authorization if applicant is not the property owner
- Erosion and sediment control plan approved by Cecil Soil Conservation District (for projects involving grading or land disturbance)
- Stormwater management plan approved by Cecil County Department of Public Works (for applicable projects)
- Critical Area Buffer Management Plan if the property has frontage on a tidal waterway, tidal wetland, or a stream or involves disturbance within the Critical Area buffer
- Building code
- Cecil County enforces the state-mandated 2021 International Building Code (IBC) with Maryland and local amendments; 2021 International Residential Code (IRC) with Maryland amendments; 2021 International Energy Conservation Code (IECC); 2021 International Plumbing Code (IPC); 2021 International Mechanical Code (IMC); 2021 International Fuel Gas Code (IFGC); and the 2023 National Electrical Code (NEC), effective August 2, 2025. The Maryland Rehabilitation Code and Maryland Accessibility Code also apply.
- Permit validity
- Permits are valid for one year from date of issuance, provided work is ongoing. Work must commence within 180 days of issuance. Up to two six-month extensions may be requested as long as work is progressing. After the second extension expires, the owner/applicant must apply for a renewal permit.
- Owner-builder
- Permit applications must be completed by the property owner, an authorized representative of the owner(s), or a licensed contractor. If the applicant is not the owner, written authorization from the owner is required before the permit can be issued.
- Contractor requirements
- Work on existing or residential properties is classified as home improvement and requires a Maryland Home Improvement Commission (MHIC) license. New construction and commercial work requires a Maryland construction license. Plumbing work requires a Maryland licensed master plumber. Electrical work is inspected by county-approved agencies. MHIC license numbers must appear on permits issued to home improvement contractors.

Application process
Typical processing: No universal posted turnaround time; applications routed simultaneously to approving agencies, timing depends on project type and completeness of submission.
- 01 Determine if the property is in unincorporated Cecil County or an incorporated municipality. Municipalities require prior zoning authorization; unincorporated county properties proceed directly to county.
- 02 Register for a Cecil County OpenGov account at cecilcountymd.portal.opengov.com if not already registered.
- 03 Complete the applicable building permit application online through the OpenGov portal and select the appropriate permit type.
- 04 Upload all required supporting documents, including site plans, construction drawings, owner authorization forms if applicable, and any prior municipal approvals.
- 05 A permit number will be assigned at time of submittal (note: assignment does not mean approval).
- 06 Applications are processed electronically with all applicable approving agencies simultaneously, including Planning and Zoning, Development Plans Review, and Water and Sewer Planning where applicable.
- 07 For electrical work, submit an electrical inspection application simultaneously through a county-approved electrical inspection agency (Bay Area Inspection Agency or American Inspection Agency).
- 08 Pay all building permit fees prior to issuance of the approved permit. Payment methods: cash, check, money order, or credit card (subject to transaction fee). A minimum non-refundable technology fee of $10.00 is required at time of application.
- 09 Receive the approved permit and keep the permit and approved plans on site throughout construction.
- 10 Schedule all required inspections through the Division, providing at least 24 hours advance notice before each inspection.

Effective February 2024
A minimum non-refundable technology fee of $10.00 is required at time of application regardless of permit type. Credit card payments are subject to a third-party convenience/transaction fee.
