When a permit is required
Permit triggers and exempt work for Sandy River Plantation
Building permits required for new residential structures, expansions, commercial structures, driveways, and structures not meeting accessory structure standards.
- Exempt As of January 29, 2025: new accessory structures (garage, shed, deck) under 750 square feet that meet LUPC setback and siting standards may proceed with LUPC self-certification notification rather than a full building permit. Maximum 750 sq ft footprint expansion per two-year period under self-certification.
Note: LUPC setback standards: 100 feet from lakes and rivers; 75 feet from other water bodies and wetlands; 15 feet from property lines.

Application process
Application → plan check → issuance → inspection → final
- 01 Building a new house, camp, or expanding an existing residence: file a LUPC Building Permit Application with the Augusta Office (electronic submission preferred to ApplicationSubmissions.LUPC@maine.gov).
- 02 Accessory structures meeting LUPC size and setback standards: LUPC self-certification process (no full permit required; notification only). Effective January 29, 2025: property owners must notify the Commission and self-verify compliance for new accessory structures.
- 03 New driveway onto a public or private road: separate Entrance/Driveway Permit required.
- 04 Internal plumbing: contact Paul Ferguson-Packard.
- 05 Septic/subsurface wastewater: processed through Maine DHHS-SWP; include HHE-200 form with application.
- 06 Short-term rental: file notification with LUPC (required as of January 12, 2026).

Typical sequence: The Plantation Assessing Agent conducts property visits throughout the build process to maintain current property records. LUPC may also conduct site inspections. Plumbing inspected by LPI Paul Ferguson-Packard.
