When a permit is required
Permit triggers and exempt work for Waterford

Note: The city pages do not publish a comprehensive permit-exemption list. City guidance says permits are needed for non-cosmetic alterations, so cosmetic-only work may be exempt in practice, but the final determination should be confirmed directly with the Building Department.
