When a permit is required
Permit triggers and exempt work for Vista
Any residential/commercial work requiring the City’s permit per municipal/building rules; building application specifically asks for full permit and legal compliance declarations, and no blanket public list of “all work that is exempt” is provided on the permit application itself.

Electrical minor portable and temporary work; portable heating/appliance and minor plumbing fixes in certain narrow conditions; limited ordinary maintenance items.
Note: Work involving structural, egress, safety systems, rearrangements, or utilities should still be reviewed as permit may still be required. Emergency repair exception: permit/notification must be submitted within the next working business day for emergency situations in the electrical/mechanical list.
