Permit triggers and exempt work for Oceanside

- Permits are issued only to licensed California contractors (or owner-builders where applicable).

- 03 Receive verification that requirements are met, then submit any required plans/documents and fees.
- 04 Track plan review; if corrections are issued, resubmit revised plans for re-review.
