When a permit is required
Permit triggers and exempt work for Chula Vista
City code requires a permit before constructing, enlarging, altering, repairing, moving, removing, converting, or demolishing regulated building work unless specifically exempt. Exemption page linked by the city: Form 4551. Most building and land-development work is reviewed against Code-adopting zoning/planning requirements before final build release.
- Exempt Small detached tool/storage sheds and playhouses up to 120 sq ft. Small detached patio covers up to limits (project-specific size/height caps). Fences up to 72 in. and masonry walls up to 48 in. in base form. Minor maintenance/replacement work in limited cases, and other categories listed in the Municipal Code and Form 4551.
Note: Exemption from building permit does not automatically remove need for plumbing/electrical/mechanical permits. Some uses still need planning review, fire review, right-of-way approvals, or other agency permits.
- Building permit application (municipal form/worksheet; legal description/APN/occupancy/use/valuation details required). Plans/specifications/engineering info as required for the project scope. Water and sewer verification for new buildings. Utility, safety, environmental, and hazard-related docs where applicable (for example SDG&E letter, cal/OSHA, environmental/health plans if required by scope). Signed application; owner information; contractor information where used.

- General contractors/authorized contractors must comply with city business license requirements and may be subject to reporting requirements for qualifying large projects (including CSLB and city license numbers under the Construction Contractor/Subcontractor Reporting Ordinance). Non-compliant contractor reporting can pause inspections.

Inspection pages state the city target is typically next-day when possible but high volume and system transition can delay that.
- 01 Confirm permit type and whether planning approvals are required (zoning, design review, conditional use, etc.).
- 02 Gather required submittal materials (application form, plans, valuations, required checklists/forms).
- 03 Submit the permit online through Citizen Access.
- 04 Pay intake and/or plan review fees by credit card when required.
- 05 City staff review for completeness, route to internal review, and issue comments/corrections if needed.
- 06 Resubmit corrected materials and additional fees if required.
