Permit triggers and exempt work for National City
National City says building permits are required for construction-related work involving new buildings and structures, as well as improvements, alterations, additions, demolitions, and regulated electrical, plumbing, mechanical, and combination work.

- National City says permits may be issued to owners of one- and two-family dwellings when the work is done by the owner, immediate family, or people hired by the owner, and the owner resides or intends to reside in the dwelling.

- 02 If plans are electronic, say so in the email and attach PDF plans up to the city's posted size limit; staff will provide a secure upload link when needed.
- 03 City staff confirms receipt, calculates plan-review and permit fees, and sends payment instructions.
- 04 Submit the posted credit-card authorization form to building@nationalcityca.gov and payments@nationalcityca.gov when paying remotely.
- 05 Staff begins plan review and issues a tracking number for the application.
- 06 Typical first review turnaround posted by the city is about 30 working days.
- 07 Respond to correction comments and resubmit revisions if the city requests changes.
- 08 After approval, the city issues the permit and coordinates stamped plans or permit documents.
- 09 Schedule required inspections online or through the inspection request line before covering work.

The city FAQ says remote payments use the posted credit-card authorization form sent to building@nationalcityca.gov and payments@nationalcityca.gov. The city fee schedule lists both credit-card and e-check convenience fees at $0.00.
