When a permit is required
Permit triggers and exempt work for Rio Dell
Rio Dell requires a building permit to erect, enlarge, alter, repair, move, improve, convert, or demolish a building or structure, including plumbing, mechanical, and electrical modifications.
- Exempt One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses, if not greater than 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Oil derricks
- Exempt Retaining walls not over 4 feet high unless supporting surcharge or impounding specified liquids
- Exempt Water tanks supported directly on grade if capacity is not greater than 5,000 gallons and the height-to-diameter or width ratio is not greater than 2:1
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Temporary motion picture, television, and theater stage sets and scenery
- Exempt Certain above-ground prefabricated swimming pools accessory to Group R-3 occupancy that are less than 24 inches deep and not greater than 5,000 gallons
- Exempt Shade cloth structures for nursery or agricultural purposes, excluding service systems
- Exempt Swings and other playground equipment accessory to detached one- and two-family dwellings
- Exempt Window awnings in Group R-3 and U occupancies meeting projection and support limits
- Exempt Nonfixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches high
- Exempt Agricultural buildings meeting the municipal-code zoning and use limitations

- Current city building pages state the 2025 California Building Standards Codes became effective in Rio Dell on January 1, 2026.
- Permit validity
- Rio Dell publishes a permit extension request form and charges a permit or plan-check renewal fee equal to 50% of original permit fees when the same construction codes remain in effect. The reviewed city pages do not publish a standalone default expiration period.
- Owner-builder
- Rio Dell requires a signed Owner-Builder Acknowledgment before issuing an owner-builder permit. The form states the city will not issue the permit until the property owner reads, initials, signs, and returns the form.
- Contractor requirements
- The application asks for California contractor license number, class, and expiration date. The owner-builder acknowledgment states California contractors must be licensed and bonded and list their license numbers on permits and contracts.

Application process
Typical processing: Plan check is typically completed within 10 working days after the plan-check agreement is executed and the materials are referred to the third-party plan checker.
- 01 Download the residential or commercial building permit application and any required supporting forms from the Rio Dell building pages.
- 02 Prepare the application with project address, APN, applicant, owner, and contractor information, contractor license information if applicable, total construction cost estimate, and detailed scope of work.
- 03 Prepare plan-check materials in electronic PDF format, including any required site plan, floor plan, foundation plan, elevations, cross sections, structural details, Title 24 energy documents, fire sprinkler plans, engineering calculations, geotechnical reports, truss calculations, special inspection program, or elevation certificate.
- 04 Submit the completed application, supporting materials, and the applicable fee to the City Clerk or Building Department.
- 05 If plan check is required, execute the Agreement for Plan Checking Services and respond to review comments.
- 06 Obtain permit issuance before starting work.
- 07 Request required inspections through the Building Department or City Clerk phone line and complete final inspection before occupancy or use.

Rio Dell links an online payments portal from its website, but the building permit pages say completed applications and fees should be submitted to the City Clerk. Confirm accepted payment methods with City Hall.
