When a permit is required
Permit triggers and exempt work for Humboldt County
Regular building permits are required for projects such as new single-family homes, home remodels, ADUs, tenant improvements, commercial buildings, manufactured homes, Alternative Owner-Builder residences, and similar work not exempt under Humboldt County Code section 331-11(a)(4) or CBC section 105.2. All fences over 6 feet require a permit in Humboldt County.

Note: Humboldt does not publish a single county webpage restating the full exemption list in plain language. The county warns that CBC would exempt fences up to 7 feet, but Humboldt County Code only exempts fences up to 6 feet, and the most restrictive rule applies. Even when a building permit is not required, zoning, grading, floodplain, environmental health, fire-safe, utility, and other agency approvals may still apply.

- The 2025 California Building Standards Code became effective January 1, 2026, and applications submitted on or after that date must comply with the 2025 code cycle, including the 2025 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, Wildland-Urban Interface, Existing Building, Historical Building, and CALGreen codes.
- Permit validity
- A permit expires if work does not commence within 180 days of issuance or if work is suspended or abandoned for 180 days after commencement. The expiration period may be extended once by an inspection within the initial 180 days or by written request approved by the Building Official.
- Owner-builder
- Humboldt publishes an Owner-Builder Notice to Property Owner form and will not issue a building permit until the property owner completes and signs the required acknowledgment. The form warns that owner-builders become the responsible party of record and may face employer and liability obligations.
- Contractor requirements
- Contractors must be licensed and bonded in California and list their license number on permits and contracts. Fast Track and SolarAPP permitting is limited to California licensed contractors, or applicants hiring one.

Application process
Typical processing: The county does not publish a current general turnaround estimate for regular permits. An older residential handout says plan review may take about 3 to 8 weeks depending on application volume.
- 01 Determine whether the proposed work needs a permit and review Humboldt County Code section 331-11(a)(4) and CBC section 105.2 for exemptions, including the county's stricter 6-foot fence rule.
- 02 Gather a complete submittal package, including a Building Application or Over the Counter Building Application, proof of ownership by grant deed, and all required construction documents.
- 03 Create an Accela account and upload the full PDF package using the county's naming conventions. If acting for the owner, upload signed agent authorization or a contract with the owner.
- 04 Pay the preliminary application fee or deposit online through Accela by credit card or e-check.
- 05 Complete a preliminary site inspection if required. Over-the-counter permits generally skip this step, but new structures, footprint expansions, and extensive interior remodels commonly require a presite inspection.
- 06 Respond to plan-check comments and upload revisions until the application clears code review.
- 07 After approval, pay remaining permit fees, obtain the issued permit, keep permit documents on site, and call for required inspections through Accela, the online inspection form, or the inspection phone line.

Applicants can submit digital pre-applications and pay the application fee or deposit online through Accela by credit card or e-check. The county states the bulk of building permit fees is collected at permit issuance.

- Scheduling deadline
- Phone inspection requests must be received by 3:00 PM on the business day before the requested inspection date. Call between 8:30 AM and 9:30 AM on the day of inspection if a specific meeting time is needed.
- Inspection hours
- Inspectors generally work Monday through Friday in areas close to Eureka, with outlying communities assigned to specific route days. In-person counter hours are 8:30 AM to 2:00 PM Monday through Thursday, with walk-in services closed Fridays.
Typical sequence: Typical sequence moves from presite inspection to foundation, floor, rough-out, insulation, lath or gypsum board, final building, and final trade inspections, with required stages varying by project. Each construction stage generally must be approved before work proceeds to the next stage.
