When a permit is required
Permit triggers and exempt work for Arcata
Arcata requires a building permit for new construction, demolition, remodeling, expansion, addition, or repair to a structure. Arcata Municipal Code section 8003 also requires permits before regulated electrical, gas, mechanical, or plumbing work.
- Exempt Very minor work such as dry rot repair usually does not require plans
- Exempt Cabinets, painting, and minor repairs can often be done without permits
- Exempt Fences other than swimming pool barriers not over 6 feet high are permit-exempt under Arcata's local amendment to CRC section R105.2
Note: Arcata states it adopted stricter local standards than California Building Code section 105.2 and California Residential Code section 105.2 where needed for local zoning and land use restrictions. Because the City materials reviewed do not publish a complete Arcata-only exemption list online, confirm exemption claims with the Building Division before work starts.

- Arcata adopted the 2025 California Building Standards Code by Ordinance No. 1583, effective after its December 17, 2025 adoption, along with the 1997 Uniform Housing Code, the 1997 Uniform Code for the Abatement of Dangerous Buildings, and the 2024 International Property Maintenance Code.
- Permit validity
- Work must start within 180 days of permit issuance. If work has not started and no inspections have been called within that period, the permit expires. Renewal is available for one-half of the original permit fee if plans are unchanged, but only up to one year from issuance.
- Owner-builder
- Property owners may apply. Owners doing their own work must sign an Owner-Builder Declaration stating they are actually performing the work and are exempt from workers' compensation insurance requirements, or else provide a certificate of insurance.
- Contractor requirements
- Licensed contractors may apply for permits and must provide a Certificate of Workers' Compensation Insurance. Arcata Municipal Code section 8012 states that nothing in the building code waives City requirements for contractors, subcontractors, or specialty contractors to obtain City of Arcata licenses where otherwise required.
Application process
Typical processing: Some simple permits can be issued the same day. No general turnaround is published for plan-check permits.
- 01 Confirm the project is in Arcata city limits and contact the Building Division early, especially if the work includes exterior modifications, flood-zone issues, or possible planning or right-of-way components.
- 02 Start the building permit application through Arcata's OpenGov portal. For simple stand-alone work with no plan-check requirement, Arcata also provides a simple permit request form that is emailed to permits@cityofarcata.org.
- 03 Submit a complete application package, including the signed application form, project plans, and any required Title 24 energy calculations, CF-1R forms, structural calculations, or other supporting documents.
- 04 Complete plan review if required. Arcata notes that some simple permits may be issued the same day, while more involved applications require more documents and review by multiple parties.
- 05 Pay fees and obtain permit issuance. Arcata says permits are issued only after payment is received and the application is signed.
- 06 Call for required inspections at least 24 hours in advance during construction, then obtain final inspection sign-off to close out the permit.

Arcata's simple permit form says staff will email the cost and advise when the permit can be paid for and picked up at City Hall. Permits are issued only after payment is received and the application is signed.

- The Building Inspector handout says consultation availability is 9:00 AM to 4:00 PM Monday through Friday, excluding holidays. Building Division counter hours are Monday through Thursday 9:00 AM to 5:00 PM and Friday 9:00 AM to 1:00 PM.
Typical sequence: Typical inspections include setbacks or foundation forms with reinforcing and under-slab utilities, rough framing, rough plumbing, rough electrical, shear wall nailing, roof deck nailing, stucco lath, insulation, utility tags for PG&E service connection, and final inspection. Arcata also lists on-call inspections for roof tear-off, gas-line pressure tests, plumbing top-out, witness inspections, and on-site consultations.
