Building code
Arcata adopted the 2025 California Building Standards Code by Ordinance No. 1583, effective after its December 17, 2025 adoption, along with the 1997 Uniform Housing Code, the 1997 Uniform Code for the Abatement of Dangerous Buildings, and the 2024 International Property Maintenance Code.
Permit validity
Work must start within 180 days of permit issuance. If work has not started and no inspections have been called within that period, the permit expires. Renewal is available for one-half of the original permit fee if plans are unchanged, but only up to one year from issuance.
Owner-builder
Property owners may apply. Owners doing their own work must sign an Owner-Builder Declaration stating they are actually performing the work and are exempt from workers' compensation insurance requirements, or else provide a certificate of insurance.
Contractor requirements
Licensed contractors may apply for permits and must provide a Certificate of Workers' Compensation Insurance. Arcata Municipal Code section 8012 states that nothing in the building code waives City requirements for contractors, subcontractors, or specialty contractors to obtain City of Arcata licenses where otherwise required.
