When a permit is required
Permit triggers and exempt work for Alburgh
All land development including construction, additions, expansion, subdivision, and change of use require a permit unless specifically exempted. Floodplain development in the Special Flood Hazard Area always requires a permit.

- 01 Contact the Alburgh town office at 802-796-3468 (Monday-Thursday 9:00 AM-5:00 PM; Friday 9:00 AM-noon) to confirm whether a local zoning permit is required and to obtain current application forms.
- 02 Confirm current status of zoning bylaws and identify which districts and regulations apply to your parcel.
- 03 Determine whether your project is a permitted use (ZA can issue directly) or requires Development Review Board review.
- 04 Prepare a scaled site/plot plan showing lot lines, zoning district boundaries, structures, access, utilities, waters, wetlands, and floodplains.
- 05 Prepare abutter mailing list for potential DRB hearing notice.
- 06 If in the Special Flood Hazard Area: Alburgh sends application materials to the Vermont ANR NFIP Coordinator; permit may issue after state comments or after 30 days, whichever comes first.
- 07 If within 250 feet of Lake Champlain, initiate Vermont DEC Shoreland Protection Act permit or registration in parallel.
- 08 Submit complete application and fee to the ZA.
- 09 ZA has 30 days to issue, deny, or refer to DRB. Deemed issued on day 31 if ZA fails to act.
- 10 If DRB review required: at least 15 days' public notice; DRB hearing within 60 days; DRB decision due within 45 days of hearing.
- 11 Appeals of ZA decisions: within 15 days to DRB. Appeals of DRB decisions: to Vermont Environmental Court.
- 12 For public buildings, obtain Vermont DFS state construction permit from Williston regional office.
