When a permit is required
Permit triggers and exempt work for Phillipsburg
A building permit is required for all construction within the City of Phillipsburg except for work specifically exempted by N.J.A.C. 5:23-2.14.
- Exempt Ordinary maintenance: Non-structural replacement-in-kind, painting, wallpapering, floor covering (no structural, fire, electrical, or plumbing work)
- Exempt Minor work: Certain repairs and alterations (permit required but work may proceed upon notice before permit issuance)
- Exempt Garden sheds: Utility sheds 200 sq ft or less, 10 feet or less in height, no utility connections (electrical permit still required if powered)
- Exempt Fences: Six feet or less in height (except pool barriers)
- Exempt Temporary structures: Less than 120 sq ft, in place less than 180 days
- Exempt Retaining walls: Less than 4 feet in height (unless impacting foundation)
Note: Zoning permits may still be required for exempt work. Contact Zoning Officer to confirm.
- Completed UCC application forms (UCC-F100 and applicable technical sections)
- Construction plans (two copies minimum)
- Plot plan/survey for new construction, additions, decks, sheds, and pools
- Prior approvals from Zoning Officer if required

- 12 months from the date of the last inspection per N.J.A.C. 5:23-2.18.
- Owner-builder
- Owner-builders may prepare plans for their own single-family dwelling.
- Contractor requirements
- Contractors must be properly licensed and must provide proof of insurance. Building contractors cannot prepare drawings unless licensed as architect or engineer.
Application process
Typical processing: 20 business days for initial review; additional time for resubmittals if corrections needed.
- 01 Obtain Uniform Construction Code permit application forms (UCC-F100 and applicable technical sections) from the Construction Office or DCA website.
- 02 Complete all required subcode technical sections based on work type (Building, Electrical, Plumbing, Fire Protection).
- 03 Gather required plans and documentation including construction plans (two copies) and plot plan/survey if applicable.
- 04 Submit completed application with required documents in person or by mail to Construction Office at Town Hall.
- 05 Pay applicable fees at time of application.
- 06 Plan review period: Up to 20 business days for complete applications per N.J.A.C. 5:23-2.18.
- 07 Respond to any review comments and resubmit revised documents if required.
- 08 Receive permit and proceed with construction after all inspections are scheduled.
