Owner-builder
Any property owner, authorized agent, or state-licensed contractor may apply for a permit for work on a single-family detached home, but owners cannot pull permits for multifamily properties with three or more units or for rental or leased properties. Owner-builders in homesteaded single-family homes may do their own work but still must obtain permits and file plans where required.
