When a permit is required
Permit triggers and exempt work for Holmes Beach
A permit is required to construct, enlarge, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems and other code-regulated construction work.
- Exempt Replacement of light fixtures, ceiling fans, and plumbing fixtures where no additional wiring or plumbing is required
- Exempt Replacement of household appliances without added wiring or plumbing
- Exempt Painting and most wall finishes
- Exempt Replacement of kitchen or bath cabinetry in the same configuration where no new wiring or plumbing is required

Note: Holmes Beach states not all exempt items can be listed and that the Building Official may exempt minor repairs that do not violate the Florida Building Code.

- Owner-builder
- Any property owner, authorized agent, or state-licensed contractor may apply for a permit for work on a single-family detached home, but owners cannot pull permits for multifamily properties with three or more units or for rental or leased properties. Owner-builders in homesteaded single-family homes may do their own work but still must obtain permits and file plans where required.

- Multifamily work requires a state-licensed contractor. Applicants should contact the Building Department regarding contractor and subcontractor information.
