When a permit is required
Permit triggers and exempt work for Grover Beach
City guidance says remodeling, additions or removals of square footage, signs, electrical, plumbing, mechanical work, or major exterior or structural changes generally require a permit.

- Contractors must provide California license number, class, and expiration on applications, and the city requires a valid Grover Beach Business Tax Certificate before permit issuance.

Application process

- 01 Start the permit submittal as a complete electronic package using the Building Division portal workflow and required planning or building checklists.
- 02 Submit the package with plans, documents, and required forms. City instructions still reference an email route for many checklists.
- 03 City staff performs a completeness check and requests corrections if the package is incomplete.
- 04 Once complete, staff issues fee instructions and then sends permit status and approval notices after review.
- 05 Complete plan review response cycles and submit any resubmittals as needed.
- 06 Return the signed permit and receipt as required.
- 07 Schedule inspection through the portal or by phone after permit issuance.
- 08 Build only after permit and notices are issued or accepted.

Online submittals should not include payment until staff authorizes it. For some quick permit processes, payment instructions include in-office credit card payments and mail, drop-off, or in-person options.
