When a permit is required
Permit triggers and exempt work for Atascadero
Most building, plumbing, electrical, mechanical, grading, and related construction work requires a permit.
- Exempt Portable heaters, coolers, fans, and similar portable equipment replacements
- Exempt Certain ordinary non-structural repair items in city handouts
- Exempt Some minor gas, electrical, mechanical, and plumbing replacements identified in the city permit-exempt handout
Note: Ordinary repair exemptions do not cover structural changes, safety-related systems, major piping, electrical or mechanical alterations, grading, or additions. Exemption does not authorize non-compliant work.
- Completed permit application signed by the owner, agent, or licensed contractor
- Project address, valuation, and APN
- Intake request form, plans or site plans, support documents, and project-specific items from the applicable checklist
- Proof of ownership when the applicant is not already listed on county records
- Building code
- City of Atascadero Code of Ordinances Title 8 (Building Code) and Title 9 (Planning and Zoning), with adopted California standards referenced in city checklists
- Permit validity
- City-facing FAQ states the permit application is valid for 1 year from submittal and the permit expires 1 year after issuance, extended by 6 months after each inspection. Older permit forms still reference 180-day limitations and should be confirmed with the permit center.
- Owner-builder
- An owner or authorized agent can self-certify on the permit application, and owner-builder or agent declarations may be required depending on the project.
- Contractor requirements
- Permit forms require either a California licensed contractor or owner or authorized agent signature. Contractor class information is required, and B-class-only contractors may not pull single-trade permits.

Application process
Typical processing: Major review: 4 to 5 weeks first review and 2 to 3 weeks rechecks. Standard: 3 to 4 weeks first review and 2 to 3 weeks rechecks. Minor: 2 to 3 weeks first review and 1 to 2 weeks rechecks. Express: 7 to 10 days first review and 5 to 7 days rechecks.
- 01 Confirm the permit requirement and permit class using the Building Division links and relevant submittal checklist.
- 02 Schedule an intake appointment or submit pre-review materials by email to permitcenter@atascadero.org.
- 03 Submit a complete packet by appointment at the counter or by email. Incomplete submittals are not accepted.
- 04 Pay fees at submittal when requested.
- 05 Proceed through permit review based on class timelines for major, standard, minor, or express review.
- 06 Receive the permit or plan review outcome and satisfy any additional conditions before work starts.
- 07 Request inspections after submittals are complete and the permit is issued.
- 08 Do not begin construction until the permit is issued and plans are approved.

Fee schedule
Effective July 24, 2023
Several building forms list cash or check at permit intake. The city also accepts electronic submittals and counter appointments, so payment method should be confirmed for each transaction.

- Scheduling deadline
- Requests before 5:00 PM are scheduled for the next business day. Requests after 5:00 PM shift to the second business day.
- Inspection hours
- Inspections may be scheduled Monday through Friday.
Typical sequence: Submit and complete required permit documents, pay fees, and request inspections as work progresses. Final inspection is required before completion or occupancy. The inspector must have site access, project permit card, and plans available.
